In 2018, ESPORG took part in a groundbreaking study commissioned by the European Commission on Safe and Secure Parking Places for Trucks. The study highlighted the critical need for a denser network of safe and secure truck parking areas with defined security levels to combat cargo theft, illegal boarding, and ensure the well-being of drivers. Key findings of the study emphasized the importance of a common standard and rating system for security and service, audited responsibilities, comprehensive maps for identifying necessary locations for SSTPAs, and recommendations for a common application program interface (API) for data exchange.

Introduction
We are delighted to present the results of the Study on Safe and Secure Parking Places for Trucks, initiated in 2018 and completed in 2019 on behalf of the European Commission. This study addressed the pressing need for safe and secure truck parking areas, aiming to ensure fair conditions for professional drivers during their rest periods and tackle issues such as cargo crime and unintended transport of illegal immigrants.
Objective and Importance of the Study
The Study on Safe and Secure Parking Places for Trucks was conducted to define an action plan for establishing these vital parking places. The objective was to create the right framework for authorities and private developers by providing accurate information on planning, operation, standardization processes, and best practices. Safe and secure parking places are crucial to enhance security, safety, and connectivity in the road haulage sector, protecting drivers, cargo, and transport equipment, and promoting road safety.
Key Findings and Results
The study yielded significant results, including a final report, a comprehensive mapping report, manuals for operators of parking areas in all EU languages, a sector survey, sample plot designs for safe and secure parking areas, and an application programming interface report. These results provide valuable resources for authorities and private developers involved in the establishment and operation of safe and secure parking places.

The study highlighted the challenges faced by the road haulage sector, such as cargo theft, illegal boarding of trucks, and the shortage of facilities meeting minimum service requirements for drivers. These challenges result in substantial financial and reputational losses for supply chain operators and pose risks to road safety. The scarcity of suitable parking places exacerbates these issues, necessitating the establishment of a denser network of safe and secure truck parking areas.
Proposed EU Standard
To address the challenges identified, the study proposed a common EU standard for security and service levels in truck parking areas. This standard categorizes security levels from low to high, with specific requirements for security features and measures. It also outlines the necessary service levels, including facilities such as toilets, showers, water taps, waste bins, and emergency contacts. The proposed EU standard aims to ensure consistent and high-quality services for drivers across Europe.
Recommendations and Next Steps
Based on the findings, the study provides comprehensive recommendations for improving the provision and quality of safe and secure truck parking areas. These recommendations include establishing a denser network of parking areas, implementing the proposed EU standard, upgrading existing facilities, and constructing new ones to meet demand. The study also suggests the creation of an expert group to support the implementation of these recommendations.
Regulatory Outcome
As a direct result of this study, the European Commission adopted COMMISSION DELEGATED REGULATION (EU) 2022/1012 of 7 April 2022. This regulation supplements Regulation (EC) No 561/2006 of the European Parliament and of the Council with regard to the establishment of standards detailing the level of service and security of safe and secure parking areas and to the procedures for their certification. This regulatory milestone is a testament to the studyโs impact and its contribution to shaping EU policies aimed at enhancing the road haulage environment.

The EU road transport sector continues to face critical challenges regarding the availability and functionality of Safe and Secure Parking Areas (SSPAs), which significantly impact driver safety, logistics efficiency, and overall road safety. In response to these pressing issues, the European Commission has implemented regulatory measures, including Regulation 2020/1054 and Delegated Regulation 2022/1012, aimed at establishing common standards and a certification system for SSPAs.
Despite these regulatory efforts, the study reveals a concerning shortfall of SSPAs, with an estimated deficit of over 390,000 parking spaces, projected to rise to 483,000 by 2040. The newly completed EU study (MOVE/C1/SER/2023/138) has assessed the availability, suitability, and security levels of parking facilities across the EU, identifying critical demand-supply gaps and exploring potential upgrades and certification processes.ย

The introduction of the Green Lane Stamp aims to incentivize the use of maximum security parking spaces by offering priority access to ports and loading points for vehicles with a clean security scan.
