Brussels, 29 June 2026 – The European Secure Parking Organization – ESPORG and its official training partner – the European Parking Academy launch today a new online training course: “Financing and Funding Toolbox for Truck and Commercial Vehicle Parking Areas.”

Available through the European Parking Academy’s online learning platform, the new course provides practical guidance for investors, developers, operators, consultants and public authorities seeking to successfully design, finance, build and operate financially sustainable truck parking areas.

Developed by Frédéric Maas, Director of the European Parking Academy, together with Dirk Penasse, General Manager of ESPORG, and expert contributors Stuart Madden and Florin Vladut, members of the ESPORG Board, the programme combines business expertise with decades of practical experience in developing and operating secure parking facilities across Europe.

A practical roadmap from concept to profitable operation

The online course is structured around four modules on the financial planning methodology for the construction and operation of a successful truck parking project:

  • Project design;
  • Project preparation;
  • Construction of the parking area;
  • Profitable operation.

Based on the findings of the two major European Commission studies on Safe and Secure Parking Areas, together with more than 50 real-life business cases, the programme introduces participants to a practical financial planning methodology covering business modelling, funding opportunities, revenue generation, risk management, cashflow planning and operational excellence. Rather than presenting theory alone, the course translates years of practical experience into actionable guidance for developing both greenfield(new parking) and brownfield (upgrade) parking projects.

Parking areas, tailored as service hubs for drivers and hauliers

One of the central messages throughout the course is that modern truck parking areas are no longer simply places where trucks stop.

Every location requires a tailored business approach, combining security, connectivity, energy transition and quality services. The course explains how successful projects can combine secure parking with driver services, digital solutions, sustainable energy infrastructure and high-quality operational management to create resilient and profitable businesses.

Designing financially sound investments

According to Frédéric Maas, Director of the European Parking Academy, financial success begins long before construction starts: “The strongest parking projects are designed before the first shovel enters the ground. A robust business case, realistic financial planning and careful project preparation are the foundation of every successful investment. This course provides practical tools that help investors avoid costly mistakes and build projects that remain financially resilient throughout their entire lifecycle.”

The toolbox also explains that while European and national funding opportunities can significantly accelerate investment, public funding should strengthen — not replace — a viable business model.

Drawing on their own experience as operators and developers of certified Safe and Secure Parking Areas, Stuart Madden and Florin Vladut share practical lessons learned from planning, financing, constructing and operating secure parking facilities.

Good decisions start with good data. Understanding traffic flows, customer needs, service requirements and realistic financial assumptions at the very beginning of a project prevents costly mistakes later. Successful parking areas are built on careful planning, not on assumptions.” said Florin Vladut, ESPORG Board Member.

Stuart Madden, ESPORG Board Member, added: “A strong parking project starts with a robust business plan. Public funding can strengthen an investment, but it should never replace a financially viable business model. Investors want to see realistic assumptions, external validation and a clear long-term strategy.”

Throughout the programme, participants learn how to develop a robust business case, identify appropriate funding and financing sources, plan capital and operational expenditure, manage construction cashflow, optimise revenue streams, monitor operational KPIs, manage financial risks, improve occupancy rates and customer satisfaction, and successfully prepare projects for certification under the EU Parking Standard.

Building Europe’s future parking network

The launch of the Financing and Funding Toolbox forms part of ESPORG’s wider commitment to accelerate the development of Europe’s network of certified Safe and Secure Parking Areas. With demand continuing to grow and Europe facing a shortage of more than 483,000 secure truck parking spaces by 2040, financially viable investments remain essential for improving road safety, cargo security, driver wellbeing and supply chain resilience.

The new online course is accompanied by practical guidance documents, tutorial videos and self-assessment tools, while ESPORG members also benefit from access to expert support tailored to their individual projects.
